The nationwide rollout of Malaysia’s BUDI MADANI Diesel (BUDI Diesel) programme officially began on 1 July 2026, marking a significant step in the Government’s targeted fuel subsidy initiative. To assess the programme’s implementation on its first day, Minister of Finance II YB Senator Datuk Seri Amir Hamzah Azizan visited the Caltex service station in Presint 8, Putrajaya.
The visit brought together key government officials, including Secretary General of the Treasury Tan Sri Johan Mahmood Merican, Secretary-General of the Ministry of Domestic Trade and Cost of Living (KPDN) Dato’ Seri Mohd Sayuthi Bakar, Director General of Enforcement at KPDN Datuk Azman Adam, and Caltex Malaysia Country Chairman Leong Jee Wong.
The inspection aimed to ensure that the targeted diesel subsidy programme was operating efficiently and meeting the needs of eligible Malaysians. During the visit, the Minister observed various operational processes at the station, including customer verification through the CaltexGO mobile application, the Outdoor Payment Terminal (OPT) system, payment procedures, and the overall fuel subsidy distribution workflow.
In addition to reviewing station operations, Amir Hamzah also interacted with customers to gather direct feedback regarding their experiences using the BUDI Diesel system and purchasing subsidised diesel fuel.
According to the Minister, the first day of implementation demonstrated that the programme was functioning as intended. He noted that customers were able to refuel without difficulty and that service station operations proceeded smoothly, with no technical disruptions reported.
Caltex Malaysia reaffirmed its support for the initiative, highlighting its readiness to facilitate the programme across its nationwide network. Leong Jee Wong stated that the company, which has operated in Malaysia for nine decades, remains committed to supporting national initiatives while providing a seamless refuelling experience for customers.
He added that all Caltex stations were prepared for the programme’s launch from day one, supported by digital solutions such as the CaltexGO app. The platform allows eligible motorists to verify their subsidy eligibility, monitor their monthly fuel quota and purchase subsidised fuel through a single integrated system.
Under the BUDI Diesel programme, eligible Malaysian citizens who own diesel-powered vehicles can purchase diesel at the subsidised rate of RM2.10 per litre using MyKad verification. The scheme provides up to 200 litres of subsidised fuel per month, with the allocation shared alongside subsidised RON95 petrol under the existing BUDI95 programme. This integrated quota system is designed to provide greater flexibility for consumers in managing their monthly fuel consumption.
To further improve the customer experience, Caltex Malaysia has also deployed mobile OPT support at participating stations, helping users complete verification and refuelling transactions more efficiently.
Beyond fuel purchases, CaltexGO users can continue to enjoy the benefits of the company’s rewards ecosystem, including the ability to earn and redeem Caltex Rewards points during the same transaction.
The successful first-day rollout reflects the collaborative effort between the Government and fuel retailers to ensure targeted subsidies reach the intended recipients while maintaining a smooth and reliable refuelling experience nationwide.
